Getting in and Out of Mexico –HEALTH DECLARATION FORM for Covid-19 UPDATED 1/5/2022

Every day we hear of new rules, regulations, and documents required to travel to, from, and within the United States because of the Covid-19. So, what are the latest requirements to get in and out of Mexico? Aside from having a valid passport for international travel, complete the Mexican immigration card and customs declaration; a health declaration is now required.


WHAT IS THE HEALTH DECLARATION FORM?

The Mexican civil aviation, health, and transportation departments have added an online health form as a requirement for entry to and exit from Mexico.


WHO NEEDS TO FILL OUT THE HEALTH DECLARATION FORM?

  • All travelers arriving in Mexico at an airport must fill out the form before travel.

  • All travelers departing from Mexico are required to fill out the form.

  • The form is for anyone traveling to Mexico regardless of nationality or immigration status.

  • The form does not guarantee entry.

WHAT INFORMATION IS REQUIRED?

  • Flight and contact information

  • Cities/countries visited in the last 14 days.

  • If you have been in close contact with anyone who has tested positive for the coronavirus

  • If you have any COVID-19 symptoms

WHAT IS FLY SAFE?

Fly Safe is the online system that collects the Covid-19 tracing information required on the Health Declaration Form for Mexico. The Fly Safe system is not without significant issues, so extensive that Zihuatanejo-Ixtapa airport hands out photocopies of the Health Declaration Form on half pages in tiny print to be filled out in the airport before departure. The form is available online and requires a Fly Safe account before accessing the document. The Fly Safe system requires one account per household. The web server connection is slow, times out, loads a blank page making access unreliable in Mexico at an airport.

  • The online system Fly Safe for inbound international flights must be filled out only after arrival in Mexico. Things get tricky with internet connectivity, especially at airports, in a foreign country.

  • You have to screenshot the QR code and save it to your pictures because it may be required before entry into immigration. The Fly Safe system will not email you a confirmation of completing the form.

  • The Fly Safe is only available to fill out your Health Declaration Form for exit from Mexico 12 hours or less before your departure time.

  • Once again, you will have to screenshot the QR code; it may be required to show before leaving Mexico.

  • As of May 2021, the paper form was no longer to be used, but due to the unreliability of the Fly Safe system, airports are still handing out photocopied forms as of November 30, 2021, as pictured.

YOU MAY NOT NEED THIS FORM

Here is the real kicker, notice I said may be required? Most visitors, including myself, have reported they have only been asked to complete and show it upon their departure when returning home, if even then. Show it? What? All that work, and no one reads this all-important on the Health Declaration Form? Yes, and I have everyone I have ever filled out sitting in front of me on my desk while I write this post! Someone might have glanced at it, but no one ever took the form from me, logged the information into a computer. Think waving bathroom hall pass in grade school glance.


Whether or not you will be checked for the form may vary depending on the airport. It is better to have the form for every family member traveling with you fill out for your entry flight into Mexico and exit flight leaving Mexico before leaving home.


I use the Fly Safe system when it connects. However, I don't particularly appreciate filling out forms at the airport. I fill out the form for both inbound and exit flights at home, print off two copies, and keep the form with my other travel documents. You can download the Health Declaration form below.

ARE THERE ANY QUARANTINE REQUIREMENTS AFTER ARRIVING IN MEXICO?

No. You are free to enjoy your vacation as soon as you arrive.


ARE THERE ANY COVID-19 TESTING ENTRY REQUIREMENTS IN MEXICO?

No. You do not need to show a negative Covid-19 test result upon arrival. You may have a health screening, a temperature check at the airport, and sanitize your hands.


WHAT ARE THE REQUIREMENTS TO EXIT MEXICO AT THIS TIME?

The requirements to fly home from Mexico will depend on the country you are going to.

  • For American travelers over the age of 2, a negative COVID-19 test is required within one calendar day before your flight or official documentation of recovery if you were previously infected within the last 90 days as of December 6, 2021

  • The types of COVID test requirements can also vary by state. Verify the specific requirements for your destination with your local health officials.

COVID-19 TESTING IN MEXICO
